Since Google's last algo change, about 4 months ago, I had a site drop from the #2 position for the term "basketball hoops". We were desperately link building and trying to fix everything we could think of with the site that would have caused the drop.
Finally, the thing that brought us back to the first page was some well written content. I've concluded that on page optimization is much more important with Google as of late, where in previous years it was 99% off page factors.

I think that well written content, layout and interesting information is becoming more important. However, if you don't have your name out there on a consistent basis, then you may as well not bother.
I know that Aron Wall experimented and created a site that was perfectly c3 compliant, with good content. But he has done No linking, and asked noone to send links, and it still hasn't ranked. I would share the link...but that would ruin the experiment :P |

IMHO there are a number of issues that need to be examined - amount of text versus html (or links), good content on pages, and outbound links to other references.
